I am asked as the principal mover in this

matter by several members of the legal profession to request you

to lay the enclosed draft letter before the Committee of the

Hongkong Law Society with a view to calling a meeting of the

Society to discuss the matter.

The letter as drafted, was not sent to you,

as we were advised by members of the Committee that the better

course would be to approach the Committee first, some of them being unwilling to subscribe to the letter, for reasons best

known to themselves,

A copy of this letter and its enclosure are

being sent to the Colonial Secretary.
